Killed him today, alone with my healer merc. He is immune to run speed changes. Max hit around 1200hp, so not so tough. However, he does have a higher resistance to slow spells than most mobs around him, as I got the 'slightly' message instead of the 'partially' message.
Sadly, he just dropped trash - no cloak.
