He enrages at 10% and summons. Spawn time is roughly ~20 minutes, but it looks like the spawn times at the various places in the camp are different. I had the mobs spawn out of the order I killed them in.
Dropped the Aug.
EDIT: Aug is the common drop, Belt is rare, 2 Slot Belt is ultra rare. I've had two pops of this guy in less than an hour, so he doesn't appear to be all that rare himself.

Hmmm..I have been at the exact loc above and have been killing countless PHs for 7 hours. 3 ppl have confirmed this loc so I assume it is correct, but you really have to wonder about the SoE random generator. I wonder if there is a quota per day or something like that, or he will only spawn if mob x is not up. This type of stastically significant deviation from expected random events is just too common.
It might to others but it doesn't make much sense to me that this aug drop is slot type 7,8 when the items droped have aug slot types 7,3. Can anyone explain SOE logic?

the type 7, 8 aug is so that it can fit on group or raid gear, the type three slot is for some LDoN and now SoF bought augs.

Nightwalker Assassin cast Nightwalker's Mask, resisted every cast with all resists well over 500
I've been killing this spawn pt (PH) for 2 days now and he's not spawned (total of almost 8 hours of killing) -- is there some trick to making him come up or is he just that rare??

confirmed the loc below (+2668, -480, +414). This is the goblin *in front* of the plague-ridden Nightwalker, right next to the fallen pillar.
