He despawns/respawns every 30 seconds. Took me a sec to figure it out myself :)
*edit- Haven't seen This guy, nor the Quest 3,5 NPCs since this last night (11Nov07). May have been removed.

Seen this guy on track a couple of times, but every time I get close he depops,,, Kinda ticking me off, the little punk,,,
edit - Okay, what is with this guy? I mean, I see him on track, but as soon as I get close, he poofs,,, do I need to sneak up on him or something? All I know is he is grey to me,,, never gotten close to him to see him in the 6 times I have been running towards him,,, VERY FRUSTRATING
