i just finished this today 3/27/10. i got the last two items i needed but noticed that i didn't have some of the steps shown as being complete in the quest history window i was still able to combine all of them in the box and got the charm anyway even with the steps not being complete in the window .

How the quests work:
Visit 10 zones.
Get a shard and a silverwing item from each of the 9 of the zones. The Shard from one zone will combine in the silverwing box with the silverwing item from another zone to make a better version of the silverwing item.
You get one of two class related items.
The new silverwing item is usable in its own right but the goal is to get 10 items and combine
them all in the silverwing box for the charm reward above.
One of the zones drops a single item.
The shards are random drops from any mob. You don't have to go deep into a zone. They do seem to drop more from certain mobs but mostly it's random.
It might take 15 minutes to get the zone drops or 3 days.

I just got back into game couple days ago see this nice quest going now hotzones just changed is the quest still gonna be active? I hope it is still going on I need a nice piece for my charm slot and the best one ive seen so far thats within my grasp.

If you combine all 9 Silverwing qest reward items plus the Glowing Hoop of the Silverwing (casters) or Gleaming Hoop of the Silverwing (fighters) from Halls of Honor in the Silverwing Lockbox you get:

I did the quest for a caster. I used the Glowing Hoop of the Silverwing as part of the combine. I don't know if the Gleaming Hoop of the Silverwing would have worked instead but I suspect not

Get the quest before you get the shards.
I had two shards before I ran over to get the first quest. It said I needed to get a shard and it was not checked off.
It may let you drop it and pick it up, but I had destroyed mine and so can't test this theory out. I would guess this does not work since they're not lore.
I spent 3 days getting my first shard and after I had to do the level 20 quest again I still had not got a drop after a couple of hours. The silverwing drops seem more common.

His new loc is in POK at -179, 1288, -94. Just outside of the Guild lobby.
So much for that adventure the other day. Just stumbled upon Aiden in PoK just outside GL. Exact location is -179, 1289, -91.

After patch he is now located in pok exact loc not known to me yet
Spent about 20 minutes looking for him yesterday so thought I'd enlighten other poor lost souls.
He is on the far west side of the zone, almost to the top, near the waterfall.

I just wanted to mention that most of these drops have great stats for their levels....some are better then a level 50 toon can buy or get on their own. This is a great way to get some decent gear. Also the end result of combining finished items togeher is a great charm!! As a 67 sk it was worth the farming!

answered my own question.
apparently aiden silverwing will give you a box (if you don't have one in inventory already) any time you hail him subsequent to acquiring a new silverwing item.

Has anyone completed the last step?
When I clicked the ring and got the quest I just had to hail him for XP. So far, so well. But he also hands you one of his lockboxes for combines and tells you "to keep all the heirlooms". I suppose if you have all of your set, that you could do a final combine with them now?

Found the silverwing shoulderpads in DSP. Took em to Aiden Silverwing in crescent reach. He told me that his sister was trying to create a intelligence potion from the sentient mushrooms of DSP. I went to DSP and collected the 8 different mushrooms, the 8 that are listed as drops for them. Tried to combine in the lockbox he gave me, wouldnt work. Any ideas?

I didn't want anyone else to know about it, so I had it made into some trinkets. Simple [objects] really so they would go unnoticed, and I gave one to each of my family members.

I know they won't bring my familt back, but these trinkets are really all I have left of them. If you could [return] to them to me i would be grateful beyond all words.

Drakkin Model, he is near the other npcs up the hill from the dragon platforms, where you zone in using the sceptre of draconic calling. Don't waste time looking under the drake platforms.
