Did this today and OOT was has been broken so access was only from the Butcher-block zone. On the far west side of the zone is the Dock you land at coming from freeport ( 1071, 7090 ) and north of this is a cluster of small islands with lev 4-9? goblins (-1290, 7516) . Nerb was at the bottom of the ocean next to the eastern island (2067, 6977) . OOT water did not have the distance haze like other water so he was visible. Killing him did not spawn any other mobs.
Edit: Returned to OOT several hours later to see if Nerb was at a spawn point. He was where I origonally found him, underwater .

I saw him hanging around the beach on the cyclops island sitting down, conned scowling (as I would think a cyclops would)Was near a boat, looked like he was fishing. anyway, he was red to a level 12 (clearly)

try again. I accidently hit enter before i finished. I killed him today and i am a 22 ranger. Was fully self buffed. Only rooted him once and only maged to do about 40 points of damage before i was meleeing. Also, as soon as i killed him a Dragoon and Brawn spawned, then about 2 mins later they dissapeared again??

Not only does he swim around, he jumps on boats apparently. On my way to Freeport, he hopped aboard and nearly killed me since I was defenseless without spells.

I also have witnessed this guy jumping onto and off the boat and attacking people on the boat.... STRANGE.

he spawns all the time, not just at sunrise when you think he is not there he is swimming to another island and then stays there for about 10min then swims back

Yes, it is. He also dropped a fishing spear (5/32 piercer *gag*), dwarf pickles & troll parts.

Nerbilik seem s to spawn at sunrise and sunset only. At sunrise he seems to spawn along with an ogre and 2 dragoons (but only at sunrise?)any other info would be appreciated.

What levels should a warrior and shaman team be to take down this guy???

I was able to take him out handily as a 27th level Warrior. He was blue to me. It should be noted this was at 833 AC, 132 STR, and 527 HP.
I found Brawn (who spawns there also) tougher. Be careful if you decide to attack however. One of those "buddies" could be lurking unseen on the other side of one of these outcroppings.

He is a troll that hangs out near the sirens. He gives the receipe for the food that is needed for the Grobb Cleaver Quest.
