killed him today at loc neg1292 pos21 at the end of the second chambers. Was on track after killing all experiments on the way down to the last and lower lab. No problem with 78Enc 80War and MercWar & MercClr. Every spell sticked, seems not very much stronger than other Experiments but could not compare exactly. Dropped Amice.

After trying for an hour or two to spawn Kraj where folks here indicated, we had no success. A group member spotted him in the room located directly north of the underwater tunnel, though.
We discovered there was no truly safe place to establish a camp there, but the room just west of it, in the corner at location -719, 936, -291 turned out to be perfectly safe for staging and pulling. Even sloppy pulls managed to be safe from roamers (except the occasional mobs that popped through the walls from outside). After we dispatched the first Kraj, we focused on the room with the safe spot the rest of our time. In the end, we got one compass and six amices.
This room is the southwestern most room underground and it has five stationary mobs and several roaming ones as well. Kraj spawned from every position except one, but I suspect he would have spawned there too if we had stayed long enough. The PH appeared to be any mob in the room, including defenders, oracles, watermancers and all the experimentals.

Kraj Iurolapos...when rearranged can easily appear like Jack Sparrow (Jak Sparow, with a few extra letters). Also, Jack Sparrow carried a Broken Compass with great powers...hmmmmm.

Boy, "rare" is right. I've cleared the second level at least 10x and haven't seen him once. Hope he does pop on this level.
Some trivia:
Repop timer is 15 minutes.
Camping the ledge seemes to be the safest place but because inevitably either a player or a mob will fall off into the water, leading to at a minimum an evac and a delay, I suggest clearing and then camping the central room. Although it means keeping an eye on the resident repop timer, and sometimes necessitates dealing with adds, it totally eliminates thias problem.

Placeholder appears to be any of the spawn spots that can spawn the 76-78 level "experimental Kedge" mobs. He does not appear to spawn off the lower level (74 and down) Kedge mobs. Much time spent killing in the library did not spawn him. However, I have had great success spawning him by killing yellow-con "experimental Kedge" mobs in the south section of the tunnels. In particular, inside the southmost 3-level tower section of the tunnels with the elevator platforms. I spawned him multiple times on the lowest level (underwater) and on the middle level. He spawned from a variety of static and roaming placeholders. You will need to do a fair bit of clearing to get in there.
Spawnrate is rare but not terribly so.
Drops are both that compass and that amice. We spawned him 7 times for 4 compasses and 3 amices.
Bring crowd control and set up campfires if you can to allow you a recovery in case of problems without having to clear back in. There are lots of good safe spots to pull to up on the ledges for the middle and top level. The underwater section is by far the worst to camp. My advice is to camp the middle section, pulling mobs to one of the ledges on the 2 sides. Just be very careful not to push mobs off the ledge into the water.
He is really not much harder than the placeholders. A little, but not much. They are all mezzable and snareable (incl, named). They do summon and are immune to lull/pacify line of spells and abilities.

Looking on Alla's and Lucy for broken, compass, broken compass, or a broken compass, we find zilch. Browsing 2780 range items didn't flesh this out either. So, you [i][can/i] look it up if you like, I wouldn't recommend it though.
