OK here is the Kiker that will most likely make a whole lot of folks happy.....
I personlay only have the first 2 quests Done in this Set....i have not completed Confession yet, However i recently participated in a Kill Kangur Fight, Prior to participating in kill Kanfur all i saw was the 3 quests listed above.....
IF you have participated in a Kill Kangur YOU ARE OFFERED Kill Kangur as a 4th option, and you are indeed able to get this Fight without finishing the previous 3 tasks, However, He does not offer you the Next raid task....
My take on this is that so long as 1 person has completed the set and continues to work the line, then once someone else has participated with them (they still must reach ally faction) then they are able to request the fights that they have participated in if they have not completed the 3 tasks above

At ally faction I have given Wraithguard Heimgul 3x Mark of Rallos zek. He will now let me pass and get to the back room where Fergarin Bardon I is.
When talking to Fergain he will give me a number of shared tasks and 10 unlimited duration solo tasks for a wide variety of rewards.
