He is most certainly undead as of 29 March 2010.
Dead Rogues do Pally DPS.
I was rather shocked at the relative ease with which this dragon was slain. He DOES AE rampage A LOT, but as mentioned earlier, not very hard. he hits for a little over 2k (3200 AC tank), and has surprisingly few hp. For my group it actually died faster than most of the trash in the area. Had 75 cleric, SK, rogue, shaman, ranger, and chanter. Solid group.
I have completed this quest and as a tacvi/anguish/DoN dragon geared toon, I'd have to say that the reward for the fourth and final quest is rather disappointing. Only a single possible reward, an earring with 15 AC, 210 hp, 12 to some stats, and 2% dot shielding.
The focus effect is rather nice, however, but not worth the hit in AC for me, at least, as a shadowknight. The Focus effect on the earring is Improved Damage VI. To a pure caster this might be worthwhile, depending on toon raid level. In any case, I'll edit this post later with the actual stats, and the write-up on the fourth and final quest.
It actually takes place in Sunderock. You have to kill all the spire guardians at the east, west, south and northern spires, and give the tear of Vhana to 4 different npcs that spawn. I don't have the logs of the quest text, but as I said, next time I log in I'll post more about it, with a link (if I can get one) to the final reward.

Kill 10 direwind ratcallers
kill 10 ratkin
destroy Axxanderan's animated remains
Loot 4 Clan Rat skull totems
Deliver 4 clan rat skull totems to Vahna
the ratcallers summon rats that hit for about 600 once during the fight
the ratkin turn into a big rat and ae rampage once during the fight
the animated remains rampage ALOT for about 100 all throughout the fight
each of the ratcallers and ratkin drop a totem (so there will be lots of them)
havent turned in the items yet, so not sure about the next quest...there is no previewed reward for this quest
