Quest giver is Goreman, Kobold, ahead and on the right from the Wizard Port in, up on a little plateau. Pos 718 pos 1136 neg 57. If KoS, stand behind him and say "get some" to receive the task window. He offers three tasks.
The reward for 'Goreman's Supplies: Bear Meat' is Cave Bear Bag (10 slot, 90% wt reduction, holds Giant size) and requires killing 10 Icefall Cave Bears (adult bears) and also collecting 4 bear meat (cave bear meat). You can hand in the meat, even if KoS, and receive the bag.

Think of it as evolution in action
When I first met Goreman, I had no trouble with faction and got the bear meat quest. The reward is a 90% WR, ten-slot giant bag. But when I went back to get the other quests, he was no longer friendly. I don't remember killing many Kobalds, but I've been in a few groups that just chain killed anything that moved, so I must have killed enough to lose my faction. I'd like to get it back up and do the other quests, since I've been killing the animals anyways.
Does anyone know what to kill for kobald faction? Looking at the two posts here, I thought
might be a clue. I guess I'll look for some orcs to kill!

It's not you - they nerfed this zone's quests somewhat so that you need non-KOS faction to get them now.

Btw he's not level 74 as it cons blue to level 73. Therefore he's 72 max.
If anyone can confirm his level, feel free to.
Concerning the 3 quests, what to do is :
Kill 10 x (mammoths / bears / leopards).
Loot 4 x ("a Icefall Mammoth Meat" / "a Icefall Bear Meat" / "a Icefall Leopard Meat").
Deliver 4 x (looted meats) to Goreman.
Result of Mammoth quest is 5 x Goreman's Special Brew which is a lasting drink with minor stats.
On completion of this task you can see :

He's at western caves entrance and seems to be k.o.s. but he's not !

Goreman scowls at you, ready to attack -- it appears to be quite formidable.
You say, 'Hail, Goreman'
Goreman says 'Bark! Bark! Hail!' Goreman says in shockingly good common. 'I am glad to meet you,' Goreman says, pronouncing each word carefully. 'Do I speak correct? I learn from friend Fiskar. He says I speak well. But I got in trouble for talking too much and not cooking. I like cooking, but I not have enough [meat]! Kobold only eat meat, but hunters not bring meat!" Goreman is obviously agitated and his common grows worse as his agitation grows. 'What me do? Me not able to feed clan, clan be weak and orcs kill!''
