The Shattered Shield of Orzhok is for the task The Gray Legion, from one of the scouts east of the Sunderrock zoneline. Task requirements are:
Kill 10 Gray Legion Soldiers
Kill 2 Gray Legion Clerics
Kill 2 Gray Legion Mages
Kill 5 Gray Legion Sergeants
Return The Shattered Shield of Orzhok to the Scout
Can't remember the name of the scout, unfortunately, and don't see it listed here.
After completing task the same scout offers the task The Approach. Not sure how many total tasks in the series but completing the series gives you an item that allows you to disable the guards at Ashengate.
