15 hours and still no belt. has dropped 8 melee sheilds an 1 caster sheild..worst luck ever..but not done yet

Seems the roamer in room has a 10 min spawn timer.
BadAsh and PH <a forgotten innkeeper or stonemason> are 20 min timer.
No other aggro from surronding mobs.
Spawn spot is next to bed in corner for Ash <loc. 728.21, -1419.93, 83.89> and middle of the room for Roamer < loc. 720.15, 1407.80, -83.89 >

I confirm.
All other surrounding mobs are on 10 min timer. Only Bad Ash and his PHs are on 20min timer

The spawn time on this guy and his placeholders seems to be about 10 minutes.
I will amend this post as I learn more. Really would like that belt, as I'm on Sleeper and it would be a nice upgrade to my Reinforced Belt. :P
After 50 minutes or so I got my belt. Bad Ash spawned in the northeast most spot, standing almost on the li'l bed on the ground.
I believe the placeholder was the innkeeper, but it would be a good idea to keep that room clear of both spawns to be sure.
