Well, I'm a 52 Magician, and I was just jogging around, minding my own buisness, when I ran into this guy... I was pretty bored, but he conned blue, so I figured I may as well fry him.
Sent in fully buffed earth pet and that did the job, didn't give that much exp, although I just realized I forgot to burst of flame him. I'm gonna try killing him again soon to see how the exp is. While I haven't casted on him, melee he seems fairly comparable to mobs similar to his level.

this guy is un-rootable to my 42 druid. he has hitting for up to 98 damage.

I casted root on this guy close to 20-30 times, it did stick on 5 occasions. 2 of those were for full duration. I used Tashani on this guy, which helped a little. I ended up having to zone when I ran out of mana trying to keep him rooted.

I believe the whole thing was a joke. I dont see how you could get him across zone lines.

I highly doubt that anyone will ever read this but if you do, know this: at 37, i tried to do budo, only yellow, not too bad, i tashanied him, then he resisted 9 roots in a row, then 2 dmg spells, then 4 more roots, then i zoned, he's got a really good magic resistance )

Budo is now an official newbie guard, which means he has 100% magic resistance -- it was done so that newbies who need to run for their lives have someone they can run to instead of getting to the gate and finding out some high-level player has killed their only chance for defense.

Dont think he's 100% magic resistant. Root did stick, although not too often. All my nukes Anarchy,Chaos Flux did land for full damage on him, he is mezable and mind wipe landed with no problem.
