Killed him today as an 85 SK, 4k AAs, tower raid/UF group geared, in about 20-25 mins. Isn't all that bad if you immune to his effects, kind of like a FoS iksar with a LOT of hps. Went at it alone until i ran out of good ways to self heal around 70-80 %, then used merc till she was oom at 20-25 %, then just finished him from there.
Also helps if you determined to ignore your need to sleep and just keep killing raid namers from 6 expansions ago to avoid it..... Wasn't so bad for such a large dragon thing, much easier than Porthio the Second was.

He has an AE ramp that is avoidable if at max range.

Large model wisps descend from the ramp on shardrans right side. When they reach him he pops a nice sized AE.
