This guy spawns as soon as the first trash mob on island 4 dies, he begins a 60 minute timer for Keeper of Souls to spawn, and he also starts his own despawn timer of 120 minutes.
Once he despawns, you can kill another trash mob on island 4 to spawn him again, thus creating a new spawn timer for Keeper of Souls as well.
I chain spawned Keeper of Souls 6 times in a row (over an entire day in PoSky) and all respawn/despawn timers for KoS and Nottap Ekim were the same. 60min for KoS, 120min for Nottap to despawn.
hope this helps for anyone trying to spawn KoS more than once!

Nottap Ekim
NPC, Non-Quest
Nottap Ekim spawns upon the death of any of the three soul carriers or any of the three essence harvesters.
He is only seen on track and cannot be killed or reached in any way.
He acts as a timer for the Keeper of Souls and prevents multiple spawns. Basically:
- "a soul carrier" or "an essence harvester" dies
- Server checks if Nottap Ekim is in the zone
- If yes, nothing nothing happens. If not, the Keeper of Souls timer starts.
The timer is between 60 and 100 minutes.
Incidentally: "Nottap Ekim" is an Easter Egg: Reversed, is "Mike Patton" who had a song called "The Raging Wrath of the Easter Bunny". Sirran the Lunatic shouts "What?! Now you've done it! The bunnies are angry! ANGRY I TELL YOU!"

yep, this worked. he spawns in the middle of islands 2, 3, 4, and the GM island, although much further down, right about where you zone into EFP.

I just killed Nottap from the 2nd Island in PoSky using the spell Reproval on my cleric. I F8ed long enough off of the western side of the island for a while and finally got him as a target. then i went to about the middle of the island and cast Reproval on him. he was killed with a hit of 1892. I could not loot the corpse because it was too far away
my tail is under your feet again!
I spawned Nottap Ekim as described above. I didn't try to track him from island four. Shortly after spawning him, I went to island 1.5, and the idea of killing him came to my mind. From island 1.5 he tracked to some where in the direction of GM island, or island 2. I went to island 2, and tracked him as being due west of the west edge of the island, and located somewhere south of GM island. He appeared to be out in the ether, and not on one of the other islands. He was about 1/3 of the width of island two from the west edge of island two. I determined this by moving my necro back from the west edge of island 2 until she was further from me by track than Nottap Ekim. Using this method he is not on any island. I tried to target him by typing /target not but got the message of not seeing anyone by that name, I tried jumping and targeting him on the way down, and was not able to target him. I only got two attempts before hitting the zone line. THe speed of my run up prior to my jump put me out from the edge of island two a bit, about 1/3 of the estimated distance to Nottap Ekim fromt the edge. Maybe he is very high above the island. I looked up and down, but didn't see him. before jumping or while falling after the jump. I don't know where he is, or if he is even targetable. If he has a know effect, how is that determined in the absence of an ability to target him?
The info here might not be right. The order of events in MOST raids is as follows:
1) Kill one of the 6 mobs which can spawn the KOS
2) Ekim Nottap spawns immediately (with a de-spawn time somewhere between 86 and 147 minutes) and a totally separate independent timer (65 minutes) begins for the KOS to spawn.
Now, it's possible that Ekim being in zone is a check on the starting of the KOS 65 minute timer. Here's how to run the experiment:
1) Kill one of the 6 mobs which can spawn the KOS
2) Let Ekim Nottap pop at time=0
3) Let KOS pop at time=65
4) DO NOT ATTACK KOS
5) Wait for Ekim Nottap to naturally de-spawn around the 86-147 minute mark
6) Attack one of the remaining 5 mobs which can spawn the KOS
7) See if Ekim returns...and, more importantly, whether you've made a 2nd KOS pop 65 minutes later...
Oh and FYI, thanks to a special covert friend, I finally managed to get a screenshot of the elusive Ekim Nottap...the gem of my collection :)

I've read the rumors about Ekim Nottap, but never anything but "he was on track".
Aren't there any trackers who know how to triangulate? When he spawns, why not move to different islands and work out where it is in the zone that he must be located.

I looked on Google about him but found no info except for one person taht said they fought too close to where he was and he agroed, hitting for 1300 damage a punch. They might have confused him with sirran the lunatic though. If I had to make a guess id say hes either in the quest hall or on that island you cant get to.
