He's been returned, not sure if the quest works though, as it doesnt appear in the quest log, but he does hand out the quest components. He stands behind the zombie that gives the braaaaaaaaaaaains mm.

i went to get his quest so i could do the gods mm but he is no longer there. they put the zombie there now that gives the brains mm.
