Dropped a Celestine today on Xegony
Duke your post was very informative thanks for clearing up location but I have a few questions.
1) Safe spot. Is there one? I was up the stairs two mobs wandering from both sides.
2) Any other names close by? Group cleared this place fast...so ppl complaining while double exp is running.
3) And most random..is this anywhere close to the Named that drops the bard clicky
P.S. your Map illustration was excellent for ppl who have sense of direction issues like myself. If in your downtime you could help answer these questions with illustrations it would be the ownage.

The very far left, you can see the shardtender room is the small one with the 3 exits. (NW,NE,SE)
The large room SW (nw passage, then south) has Cyrec the Arcane , middle spawn.
Large room north (ne passage) has frostkeeper Rybah, middle spawn.
Keeping the ph's pulled in all 3, plus roamers, usually is enough, with some trash in between to pass time.
If dps is good though, and you are only doing ph's instead of clearing, the hallway that goes north of cyrec's room (on map, its far far left, goes form south to north) , the first round room you hit way at the north of that hallway, has Shadowstalker (north spawn in room, will be on left when you enter it)
When we camp it, we set up near the bottom of the steps right above Cyrec's location.
2 roamers do pass through, but a second tank or decent cc is fine.
The bard lute dropper roams nearby. There are 2 pathing discordlins that go through shardtender's room, and proceed north along the hallway you will be in (camp is out of their agro range, but very visible)
So at that camp, that is 5 names you can hold, 6 ph's (2 discordlings, both are ph's)
I'd upload a map with all of them marked, but Im having uploading issues.

good info but one thing that confused me was the whole left and right thing since there are 3 girplans in the room..
let's look at in in terms of the compass instead; there are there girplans in the room.. South North and Northeast. The PH is the northern one.

Posting from Californiayou yourself just admitted it was the northern girplan that is PH; and of this i am sure that the northern one is the ph; killed him 4 times. I mean you said that when you were looking SW the PH was the mob on your right. If you're facing Sw... that would mean the mobs on your right were north. (you're claiming the southern mob was the placeholder but that would be on your left if looking SW)
.. only had to kill 2 mobs held this named/camp by myself with ranger/pal/cler .
all you gotta do is kill the western discordling then the northern girplan in order to hold this named. respawn time here is 19min 30sec.

Ok giving my experience here. This camp is not so difficult if you can maintain a real tight camp and have a War with Call of Challenge AA.
So that is what we did: Check if any Mobs on way see invis, if yes you need to kill those. Buff up and move invis inside the room, set up camp on left side right beside the Fiend in backside. When all are ready (and stacked on top of each other, really I mean it). Break invis and pull the Fiend right on top of you and kill it. If you get lots of “you cant see your target and are up on wall at times, you do it right :p”. If you do it thus, all Roamers will pass you and no static Mob will add. Next is Center devil or Named Girplan/PH, both can be pulled single. I normally pull center devil and then Named/PH. Next is the Girplan on left side front (looking from entrance that you came in). Just take care to look for Roamers before pulling, if a Roamer adds, static Mob will add too and ... 3 or 4 can be bad in here. Now move camp to left side where the Girplan was. You will move between these 2 camp sites before repop. Last 2 Mobs are Girplan and Fiend on right front side. You have to split these or Mezz one in camp (on top of you, Roamers you know..). Kill Roamers when you feel like it, one of the roaming Fiends is PH of Named Discordling Shardmender (dropped a 3.4 Lute for us).
If you can maintain a tight camp and want to farm named Girplan you just need to kill 2-3 Mobs per cycle. You only have one Devil with possible Mezz you have to kill, other camps in Ice Side are much worse imo.

Anyone know the drop rate on the robe? Not too bad off a 1 groupable named mob... and an upgrade to CT's Robe of Inspiration.

Just dropped a greater rune for us
Lobotseven's directions are accurate. Go downstairs to the ice level, take first left. then go striat past next left into a large room with one ice devil in the center, then around him 3 girps and two fiends. The biggest probelm isnt the breaking of the mobs in the room its the pathers that come through there. I think I counted 2 devils that path through the room and 2 fiends that path in a little then back out. A chanter that can mezz is a must there. I havent had this much dificulty breaking a camp... ever. Important thing is get someone to time repops so you dont get too many adds. Best way to do it it clear the left girplane and the right fiend. Then take center devil. Then move into room and clear going clockwise. But staying inbetween the first and second door because no pathers come there and you will know when you will get a pop on you because the grip, fiend, and devil will pop before your camp does. Once you kill the grip repop just move back and reclear room.
Found where this guy spawns with directions Lobotseven gave (thx lobo). But where the heck do u set up a camp for him? Everywhere's I checked there are roamers pathing through so hard to find a good camp site.

Go down the icestairs. Take the first left you can (There should be a static ice mob right near the mini stairs going down plus at least one wanderer going down this hallway). Continue to go straight to a room with 1 gelidran (ice mob) and 4 girplan's/discordlings (not sure on mix PLUS there might be a wandering ice mob in there if u come at the wrong/right time). The PH is the far, left girplan (aka the girplan on the left in the back row).
GL on your camping.
