He spawns right outside of Lightning Caller Vhalek's room. There will be a GoD muramite npc (noc, kyv, ukun..) on the right side of the door and a Dragorn on the left, his placeholder is the one on the right. He is a Noc. Usually pull him to the Projection (I think it's Projection of Body) - both npcs will come when you pull.
