ok well its clear on what he drops and doesnt drop...but no one who has encountered him has once said, what he casts, if he casts anything, does he summon etc....

As it says in the description above, see the Inktu'ta expedition guide. Yes - he summons. You can expect about 99% of named raid mobs to summon.
I am pretty sure Noq doesn't drop any loot at all.
The splinter is obtained by haling the An Ancient Sentinel.
I have heard he will also give back ony of the splinters/shards you had but destoyed, as well (if you aren't all ready tacvi flagged).
The loot is in The Bones of Noqufiel, I think its called.
And Jomica the Forgiven will pop a second A Pile of Bones (I think name is right?) with bonus loot, after you speak to him/her.

well so far i have not engaged this mob but on track he is yellow not red to me at lvl 72 doesn't that mean he is 73-75?

Killed him tonight and he dropped -no- BiC drops. Cynosure didn't drop any either. Can anyone confirm that something may be wrong?

We killed Cyo last night and he droped 3 bic pieces plus 2 of the rogue/bst items.

The drop rate at least for us has been that cyno has drop the BiC drops much more common then Noq. We average zero to 1 bic drop on noq, and 2-3 on Cyno.
