Encountered during raid 3, the Trial of Transcendence. Killing him spawns Vrex Xalkak Nixki and friends.

This Guys also Drops a ring called Irestone Band of Rage!
This mob appears four times throughout the dungeon. He begins as the mob you're looking straight at when you zone in. The door behind him is locked, he must be "killed" in order to open it. He's perma-rooted, and at ~90% he falls over (unconscious?), the doors become open-able, and any mobs (we had three) immediately behind the door aggro the raid.
Next he appears where the Pixtt Condemner spawned in Ikky 2 (at the bottom of the first ramp leading to backwards-E room). He is perma-rooted and begins at 90%. When he reaches ~75% he falls over again and you can open the door behind him. He's still perma-rooted.
Third he appears where the Sentinel of Glorification spawned in Ikky 2, at the doorway leading out of the backwards-E room. There is a kyv roamer who may aggro through the door so watch out. This time he begins at 70-72% and falls over at 50%. He's still perma-rooted.
Finally he appears in the last room on the right before you enter the northernmost room on the map. You've got some mobs to clear in that room, which is rotten because the room is a pain to pull with a summoning name in there. He begins at 50%, and this time you can finally kill him. Research suggested pulling him to the doorway (behind the wall so you could loot the corpse without worrying about the sentinels that spawn when he dies); however, he appeared to be perma-rooted for us. We couldn't budge him.
He hits for up to 3k and procs Throw.

this mob is an odd encounter. as you progress thru ikkinz 3, each time you encounter him he only drops by 20%, and falls over. you have to fight him several times until finally at the end, he dies, and loot is rewarded.
so dont get too excited when you see him right at the zone in =P

he's lvl 72 not 70.
