The wrong factions are listed up there...he is one of the Rogues of the White Rose. That is why the Mammoth Calf Hide quest gives positive faction to the Rogues. He also no longer looks like that. Since they put in the new quest, he wears armor that looks like blackened armor (and presumably like the rogue-only armor that is your reward for the quest.)
