What kind of hellish BS is this. This mediocre money quest mob spawns after you lay waste to the all the grimlings in the forest, why? He has nothing to do with anything that you get from the raids moreso than you get from killing any random grimling. At least now I can free up 8 more item slots, 750pp isn't worth putting up with this crap...

He spawns at the opening of the tunnel leading to Tenebrous Mountains. He will spawn as a result of all the raids in Grimling Forest (on the camps) being completed.
