There hasn't been a "North Freeport" for a few expansions. The Tassel's Tavern is in West Freeport, just off to your right when you enter the main gate from the Commonlands (or from the PoK book). She is upstairs at approx. location: -154, -423, -61.

In the Freeport relooked, the Tassel's Tavern can be found near the entrance of the town at the first floor of the Tavern.
She's loc is -151.35, -425.97, -61.34.
