Well, 55 Rogue here with maxxed out Pick Pockets.
Tryed to PP Expin.
First series of attempt, no luck except for pp and trash loot.
Waited for him to despawn/respawn.
Retryed, no luck.
Logged out.
Came back 1 hour later, and had the luck to be here exactly at 7PM game time.
PP, 3 attempts (pp and Fulginate ore).
Expin despawns/respawns.
PP, 2 attempts (word of something, pp).
Expin despawns/respawns.
PP, Crumple Piece of Paper!
So I guess you got to be here at 7pm sharp, and try as quick as possible.

This guy is a Rogue GM in the Scouts of Tunare building in Kelethin. To get to the Kelethin Rogue guild from PoK take the Kelethin portal stone in the northern area of PoK. This sends you to Greater Faydark. From there turn North-East and follow the path to the nearest Lift.
Once you ride the lift up into the trees you will need to head directly South to the ramp going in that direction. Then turn East and go up the ramp going in that direction. Then take the ramp going up North-East. Then go over the bridge heading South. Then go over the bridge heading directly West. The Scouts of Tunare building is no this platform. He's at the very back of the building.
Or you could just use CTRL+F to find him.

So.. there I was getting frustrated - and on aggro realized he was seriously gimp.
So I killed him and went straight from amiable to threateningly..
no loot, he hit for 50 and has maybe 5k hp.

Ok, just spent a ton of time trying to pickpocket the piece for the remiss sketch. It appears that sometimes he will spawn with it, sometimes he won't. After you get a bunch of unsuccessfull messages, you might as well wait till 7pm gametime for him to despawn / respawn, and hope that he brought the note with him.
After I stole all of his coin / misc stuff from him, all I got after that was a bunch of unsuccessfull messages, and eventually aggro. So I started just pickpocketing him until I saw like 8-10 unsuccessfull messages in a row, then waited for him to respawn. It cuts down on the amount of running to the zone / using escape.

Ok, this is recidulous. I am level 70, this is STILL the only piece I need to complete this Quest. I have tried him several days, and in the lasy 12 hours have tried him during 4 different spawns. I have put more time in this simgle PP item than any single item for 1.0 OR 1.5. Not sure this is really worth it, the Master Sketch is Rogue class, so I have wanted to complete all Rogue related Quests just to be a better Rogue, but there is really only 1 beneficial Poison to make with it anyway........... Did I say how rediculous this is yet ? Hehe, good luck to all you Rogues out there that are going to do this one, just be aware of the unluckiness many of us have had so far.

Expin is a pain in the arse.. another example of SoEs excellent incapability to understand the difference between boring crap and game fun... pick pocketing Expin now for two days and no paper... have all other stuff and my facction is ok.. this part sucks ! Should use some autofire macro to get rid of this fun killing part of that "game" !

btw .. unlucky with pick pocket at 200 for days now !
Despawns and respawns at exactly 7pm Game time. had to pickpocket for a long time to get the paper. FYI seems to be safe jumping from the platform on an aggro. Took about 300 damage with 94 safefall

Anyone happen to know how often he despawns?
I have been visiting on and off for 2 days and no sketch yet. (Ok I know, this IS EverCamp)
