After killing the Agnarr second floor mini-boss askr the lost spawns by the platform you came into rooom on. DO NOT hail him until you are fully ready for Agnarr, Jolur Sandstorm, the portals and 2-6 extra mobs. Hailing Askr, I am told, starts the portals spawning mobs.
To spawn the chaotic vortex you must do some dialog with Askr.
Heres where my information gets shaky. Once a chaotic vortex is spawned my guild tells me to target him and press U. I cannot get this to work. I'm not sure why either. The first possiblity is that the mob has been turned but lacking a way to tell I simply hail, run around, click him and the floor like a mad man. Sorry I can't supply the correct method here.
