Reflect only works on spells that player characters can cast also. This spell can only be cast by NPC's and therefor can not be reflected.

Ring & Leather Sleeve just dropped for us on veeshan last night. He killed ALL our tanks, a Bst pet stepped in & finished him off

This guy procs a single target Blind spell with a 500 dmg/tick dot. Tank can lose aggro a lot because of the blind. Blind is called Engulfing Ink.
Band is extremely rare

How often does the Moss Encrusted Band drop?
