Jup is one of the long-time Freeport guards who stayed on duty following the opening of the Planes of Magic and Rage.

There is a "grubby rogue" now in east freeport, at the docks. She is a female halfling and mentions seafaring and guard Jup at the "militia house."
If you go and talk to him there, he tells you to go and get 10 seals from broken skull pirates and combine them in the "militia crate" he gives you.
Will get all text later as well as trying the quest.
