These guys are above 68, I just tried to mez em' with my lvl 64 mez that says it mezzes up to lvl 68, and it said the armsman cannot be mesmerized (with this spell) indicating that the spell is too low for him. So he's probably 69 or 70

Lvl can be 68 aswell. They are rootable and snareable. Magic, fire, ice resists are low. Hit me for 745 max. Those at zone in can be single pulled easy. Low aggro range. They SUMMON! Otherwise they would be soloable and good exp for a red con.
