Every mob in Old Blackburrow and Bertox Temple increase this faction, also BB mobs in Oceangreen Hills.
Quest Run to Daylight in blackburrow raises this faction

The Bertox Cultists in Oceangreen Village grive a positive faction hit towards Cirtan, Bayle's Herald not sure how big but they do.
