It says my faction with the Children of Dranik is maxed but all the dragorn are kos still except for those on dranik loyalist faction. Anyone have any ideas? Maybe a zone I haven't been to, like ruined city of dranik?

Killing almost any of the Legion mobs (the freaky-looking ones we met in Gates) will raise this one as wel as lowering that of Mata Muram. The faction for killing them goes:

- Overlord Mata Muram
+ Riftseekers
+ Children of Dranik
+ Dranik Loyalists
