the only way i can think of, which i'm about to attempt, is kill orcs in the Ros and commonlands until i go from dubious to apprehensive. then i'm going to turn in rat ears to the guy in qeynos hills.. 'Rephas'.
If you are scowling to start with, negative faction will still make you scowling. If you are amiable or apprehensive, it will still lower your faction but not enough to be KoS.
Second, the charm thing won't work, the quest will still work, but you won't get faction.
Third, the best way to do this is have a friend invis you. Invis wears off when you open up the give box, yes, I know. BUT, if you open up the give box, put all the ears you need (4 stacks of 4) and have someone invis you DURING, it WILL work. Do not use this trick on KoS NPCs unless you are high enough so that they won't attack you.
But either way once you initiate trade you become invis. So this is no good when someone is KOS to you. If they are non kos you can initiate trade, then have someone invis you once in the trade window.
Kos you are out of luck.

It DOES however, mention that he is 2 factions. ArcaneScientists AND KnightsOfTruth.
Easy solution : Since they removed factional limits, you can kill a bazillion orcs in the commons untill your KnightsOfTruth faction is so high it overbalances the ArcaneScientists faction on him and he will let you do the quest. :)
This is just a theory, I haven't done it yet myself.

You will ROCK your arcane scientists faction up by giving to him (buy lots of rat ears at erud reagent seller in east commons before going.) one warning, this quest LOWERS freep militia. But it won't go below glower unless you have a murder on record too. My druid did this quest a lot when low, I'm super warmly with Arcane sci and still glower with freep miltia (never killed any or helped pally kill lucan ; )
I did this quest as a newbie on tribunal to get recipee for rat ear pie
to try out baking. Me and another guy discovered that every 20th rat ear or so on average, hed give out a level 45 or something shaman spell malosi. As a new level 9 char on a new server, the 3 plat the spell sold to a vendor in surefall for was HUGE money. I discovered at about the same time that you could buy unlimited rat ears from the reagent vendor in East commons.. guess who had several hundred plat and full leather soon ; ) At the time I was not really thinking that this quest was an exploit, I mean you had to give quite a few rat ears to get the spell sometimes.. i also had no idea its level was so high - just that it was 3 plat. Well word got out I guess and TONS of players were doing this quest at low level. Verant found this out and changed it to a scroll worth 2 silver to a vendor.
